This exercise asks students to design a reporting system that might have made the situation at Hughes better. Student read about the Hughes case and organization and also read the Nuclear Regulatory Commission's (NRC) official procedure for dealing with differing professional opinions. They then design in teams a reporting system that would have helped the situation at Hughes.
